Where is the next high-value gap?

Brownfield progress has two independent dimensions. Representation reach asks how much of the important system can be understood through trustworthy explicit models. Enforcement reach asks how much of the important obligation surface is constrained, sensed, validated, or gated at an appropriate boundary. Neither is a maturity score that must reach 100 percent.

Strong local enforcement can exist with thin explicit modeling when tests, permissions, sandboxes, or admission controls directly observe the relevant property. Rich models can also coexist with weak enforcement when violations still depend on human detection. Address whichever uncovered gap matters most.

Thin representation with strong enforcement: direct or local alignment, where tests, sandboxes, and permissions govern what they observe directly and no rich model is required. The two axes are orthogonal and drawn perpendicular: modeling reach and alignment reach vary independently, so thin representation with strong enforcement is a real, healthy quadrant, not a way-station toward richer modeling. The cells are uniform, with no gradient toward the top-right, because the next move is the highest-value gap rather than a march northeast at all costs.
