D.12 Operating Doctrine
Four rules govern operation of a MAGE environment.
- Model to answer a question. Externalize the knowledge and intent needed for humans and agents to reason at the required scale. Stop when additional representation costs more to maintain than the reasoning it saves.
- Put authority where the obligation becomes decidable. Use the earliest boundary with sufficient semantics and evidence to decide the obligation. Local authority may act directly on actions or artifacts; richer representations can make broader properties decidable.
- Make useful judgment durable. When a costly lesson recurs, decide whether future work should inherit a representation, control, procedure, architectural change, or other durable structure. Convert selectively.
- Maintain the portfolio. Keep required truths aligned with reality, watch carrying cost, repair depreciated structure, and retire machinery that no longer earns its keep.
The objective is a Governed Engineering Environment in which commodity intelligence can perform more useful work without requiring engineering judgment to be reconstructed repeatedly.

Modeling and Alignment are complementary, not sequential. Modeling makes more properties available to reasoning; Alignment gives selected obligations authority, either through those models or directly over actions and artifacts. Governance Conversion makes recurring lessons durable. When later work benefits from that structure, it has become Engineering Capital. Operating the environment means keeping both its engineering claims and its economics sound.
