The result is a cycle rather than a catalogue. A task begins from the representations, controls, and evidence the environment already owns. Work exposes what those structures can and cannot answer. Some gaps earn better models; some earn sensors, validators, constraints, or gates; some remain judgment because the underlying obligation is still uncertain. Each useful conversion changes what later work inherits. Useful durable structure becomes engineering capital when later work benefits from it. That capital can drift, depreciate, and cost more to maintain than it returns, so this Part covers operation and retirement as well as accumulation.
