The deck supports four jobs: orient, diagnose, act, and certify. The cards within each group answer a specific operating question. Operating Doctrine summarizes the rules that govern the rest.

These cards are operating aids, not universal benchmarks. Use a metric only when it helps evaluate or steer a specific engineering claim. DocAble values are reference observations, not targets. The governing question is whether the environment makes future work more capable, trustworthy, or economical than it costs to maintain.
